I am not used to this formalized description and abbreviation, that is what

Unfortunately I do not understand what 
http://metagovernment.org/wiki/Overplan/c/NxRO is about.
And I fear, that even if I would, the two overplans might not be comparable 
to each other at all.

And I would also question, if they are exclusive or rather complementary.
