ich hab hier einen interessanten Hinweis auf bereits bekanntes Wissen der EU 
bzgl. Abhörmöglichkeiten. Besonders auf Wirtschaftsspionage sei das Augenmerk 
gelenkt.

hier der Link zu der Studie "EU-Parlament: Development of Surveillance

Interessant ist der Fokus auf Wirtschaftsspionage und nicht auf
Menschenrechte.

Die große Erkenntnis des letzten Jahres über das Abhören von
Unterseekabeln ist viel älter, als die Berichterstattung in der Presse
vermuten lässt.
"[...] submarine cables appear intrinsically secure because of the nature
of the ocean environment. In October 1971, this security was shown not to
exist."

Das Internet wird auch nicht erst seit 2012 abgehört.
"Since the early 1990s, fast and sophisticated Comint systems have been
developed to collect, filter and analyse the forms of fast digital
communications used by the Internet. Because most of the world's Internet
capacity lies within the United States or connects to the United States,
many communications in "cyberspace" will pass through intermediate sites
within the United States. Communications from Europe to and from Asia,
Oceania, Africa or South America normally travel via the United States."
