Dear Thomas, dear all,
I am not speaking on behalf of the board but as someone who was present
when the statutes for the PPEU was drafted and with some insights in the
thoughts behind them as they were drafted. Please do not interpret any
of my comments below as the official position of the board of the
European Pirate Party.
1) Article 14.7 does not give any member the right to decide the time
and place for a Council meeting. That is still in the hands of the
board.
2) Delegates for the German pirate party can only call for a council
meeting on behalf of the German pirate party. Should other members wish
to support such a proposal they will have to submit the request
themselves. Unless the German delegation can show any documents that
they have been entitled to act as proxy for said parties.
3) There is an ongoing council meeting that has been paused due to a
proposal from the German delegation that was supported by the majority
of the present delegates. As far as I can see in the statutes there is
nothing preventing the organisation from having multiple council
meetings at the same time, but it might be worth analyzing a bit more in
detail before proceeding with a second parallel meeting.
