Das erste demokratische Imperium versteckt seine Herrschaft über die 
vermeintlich souveränen Vasallenstaaten in Nebenklauseln, die keiner 
liest, bevor er unterschreibt ... lief ja schon 1944 in Bretton Woods so, 
wie Georg Zoche en Detail gezeigt hat.

George Friedman (Stratfor) stellt sich in seinem 2011 erschienenen Buch 
"The Next Decade" die Frage, ob die USA als Imperium eine Republic bleiben 
können. Ihm wäre das lieber, aber er hält für fraglich, ob die USA das 
hinbekommen.

Daß die USA in Europa "divide et impera" praktizieren werden, hält er 
für völlig klar.

Brzezinski dazu:

/"As the imitation of American ways gradually pervades the world, it 
creates a more congenial setting for the exercise of the *indirect and 
seemingly consensual American hegemony*. And as in the case of the 
domestic American system, that hegemony involves a complex structure of 
interlocking institutions and procedures, *designed to generate consensus 
and obscure asymmetries in power and influence*. American global supremacy 
is thus buttressed by an elaborate ystem of alliances and coalitions that 
literally span the blobe (...)

In addition, one must consider as part of the American system the global 
web of specialized organizations, especially the "international" financial 
institutions. The International Monetary Fund and the World Bank can be 
said to represent "global" interests, and their constituency may be 
construed as the world. *In reality, owever, they are heavily American 
dominated and their origins are traceable to American initiative, 
particularly the Bretton Woods Conference of 1944*." ("The Grand 
Chessboard", New York 1997, S.27)/

Was also für uns neu, überraschend und empörend klingt, war für 
Brzezinski schon 1997 (bzw. für die maßgeblichen US-Politiker sicher ab 
1944) selbstverständlich.

Weiter im Text - hier wird "divide et impera" beschrieben:

/"In the short run, it is in America's interest to *consolidate and 
perpetuate the prevailing geopolitical pluralism on the map of Eurasia*. 
That puts a premium on maneuver and manipulation in order to preven the 
emergence of a hostile coalition that could eventually seek to challenge 
America's primacy, not to mention the remote possibility of any one 
particular state to do so. (...) The most immediate task is to make 
certain that no state or combination of states gains the capacity to expel 
the United States from Eurasia or even to diminish significantly its 
decisive arbitrating role" (198)/

Aber, das mittelfristige Ziel ist für Brzezinski, Europa UND Russland ins 
US-dominierte "westliche System" (nach US-Modell) zu integrieren:

/"However, the consolidation of transcontinental geopolitical pluralism 
should not be viewed as an end in itself but only as a means to achieve 
the middle-term goal of shaping genuine strategic partnerships in the key 
regions of eurasia." (198)/

" ... a wider Europe and an enlarged NATO will serve well both the 
short-term and the longer-term goals of U.S. policy. A larger Europe will 
expand the range of American influence - and, through the admission of new 
Central European members, also increase in the european councils the 
number of states with a pro-American proclivity *without simultaneously 
creating a Europe politically so integrated that it could soon challenge 
the United States on geopolitical matters of high importance to America 
*elsewhere, particularly in the middle east. A politically defined Europe 
is also essential to the progessive assimilation of Reussia into a system 
of global cooperation.

Admittedly, America cannot on its own generate a more united Europe - that 
is up to the Europeans, especially the French andn the Germans - *but 
Amercia can obstruct the emergence of a more united Europe*." (S. 199)

All das wirft die Frage der Identität Europas neu auf. Es müßte 
eigentlich längst eine breite Diskussion um eine europäische Verfassung 
geben, die Europa im Einklang mit den eigenen Rechtstraditionen als 
demokratischen, föderalen und sozialen Bundesstaat konstruiert (in dem 
die europäische Regierung per Stabilitätsgesetz zu makroökonomischer 
Mit-Steuerung verpflichtet wird).
