If I remember correctly, the main criticism was that this proposal would make it impossible for people to demand some kind of identification to use a forum or something similar. But the proposal just demands a guarantee for anonymous access to the internet and not to any social media like forums. There could be a demand for a pseudonymous or autonymous identification.
Also im Text steht „AND the users of social networks and similar services“ - jetzt erklär mir bitte, warum du in der Begründung meinst, dass es nur den Internetzugang und eben nicht die Benutzung von sozialen Netzwerken und Diensten wie Foren gilt? Wenn überhaupt würde ich "and the users of social networks and similar services a pseudonymous and an autonymous access to these services“ rausstreichen, dann geht es eben nur um den Zugang.
