[Squad-IIP] BVV Antrag Vorschlaege

Dear Int. Squad,

Below are two petitions I would like to suggest, both of them were done to the BVV Pankow but it might be relevant to the other districts as well.

As both are meant for migrants I put in both German and in English, following the efforts of the mostly harmless crew to integrate non german speaking into the politics through the pirates.

Please let me know if you like those or have something you like to add or remove from that.

I plan to come the Int. Squad tomorrow but can not confirm since I might have to be with the Kids. In case I do not came would you be so kind to raise the subject and represent it?

Die BVV möge beschließen, dass Einzelpersonen und eingetragene Vereine, die noch nicht den Freistellungsbescheid des Finanzamts erhalten haben, Anträge auf Förderung bezirklicher Frauen- und Migrant/innenprojekte in Pankow stellen können. Desweiteren sollen die Auschreibungen für die Projektbewerbungen auch in Englisch veröffentlicht werden.

Ziel dieser Maßnahmen ist es, unlängst zugezogene Migrant*innen bei der aktiven Teilnahme am Integrationsprozess zu unterstützen und Barrieren abzubauen. Durch die größere Auswahl an Bewerber*innen, können außerdem Qualität und Reichweite der geförderten Projekte verbessert werden.

Begründung:

Eines der fachlichen Kriterien für die Auswahl der Projekte ist die Beschäftigung von Mitarbeiter/-innen mit Migrationshintergrund. Da aber die Deutsche Sprache bereits eine Barriere darstellt und die Freistellungsbecheid des Finanzamts mit einem nicht unerheblichen bürokratischen Aufwand verbunden ist, ist es für unlängst hinzugezogene Migrant*innen teilweise schwierig bis unmöglich, Projektanträge zu stellen, die dem eigenen Bedarf gerecht werden. Der zeitliche und organisatorische Aufwand für Migrant*innen und Migrant*innengruppen, Vereine zu gründen und deren Gemeinnützigkeit anerkennen zu lassen, stellt eine große Hürde dar. War es früher über das Quartiersmanagement noch möglich, kleine Projekte gefördert zu bekommen, so ist es heute auf Grund der genannten Barrieren sehr schwierig geworden.

Der aktuellen Situation ist geschuldet, dass sich in Pankow für das Jahr 2013nur sechs Vereine mit Förderungswünschen in Höhe von insgesamt 116 TEU beworben haben. Auf zwei der Vereine fallen 76 TEU, was einem Anteil von 88% der zur Verfügung stehenden 86 TEU entspricht. Eine größere Beteiligung von kleineren Projekten und Trägern würde eine große Chance für mehr thematische Vielfalt bieten.

ENGLISH

A certain amount of money is allotted by the Berlin City Council for projects aimed at integration, especially for people with a migration background. The applications for these funds has to be written in German and should be submitted by official German NGO's who have already been approved by the Ministry of Finances. Both language, and the complications involved with getting a NGO officially recognized in Germany are a huge barrier for the target group of these funds – non-native Germans who often don't speak the language and are unfamiliar with the complicated beurocratic procedures.

This Resolution calls for the allowance of the applications to be written in English as well. This would open up the application process and increase the variety of projects that are submitted.

In Pankow, only 6 NGO's applied for funds for the year 2013. 88% of the allocated 116,000 € was awarded to two big organisations, which means that if there were not so many formal requirements to apply for the funds, many smaller projects would stand a very good chance to receive them. In the past, it was always possible for individuals and small organisations to apply for neighbourhood projects through the neighborhood council, this eliminated many barriers that are now being put into place by formalities.

LQFB BZW. BVV Antrag:

Die Berliner Piraten unterstützen die Forderung, dass die bezirklicher Frauen- und Migrant/-Innenprojekte nicht von der BVV, sondern durch den Integraions-Beirat ausgewählt werden.

Begründung:

Es ist ein zentraler piratiger Wert, dass Politik mit den Betroffenen und nicht für die Betroffenen arbeiten. Also Integrationsmaßnahmen zu beschließen, die über die Köpfe von Migranten beschlossen werden, fordert diese Initiative, die Einbeziehung der verschiedenen Migrant_Innen-Gruppen in den Prozess. 

Des IntegrationsBeirat existiert, damit die Migranten relevante Themen nicht von der BVV, sondern unter Einbeziehung von menschen mit Migrationshintergrund,  direkt an die betroffene Bevölkerung im Bezirk weitergeleitet werden.

Gegenwärtig wird die gewünschte Partizipation von Migranten, die durch den Integrationsbeirat erreicht werden sollte, ist stark beschränkt, da die Vergabe von finanziellen Mitteln und damit die Auswahl der Projekte nicht von Beirat, sondern durch BVV und damit nach parteipolitischen Zielen entschieden wird. 

Praxisbeispiel

Als Ergebnis davon resultiert, dass aktuell in Pankow für das Jahr 2013 sich nur 6 Vereine mit eine Förderungswünsche von Total 116 TEU beworben haben. (Wie groß ist den des Budget insgesamt?)

Zwei von die Vereine beantragten allein 76 TEU, dies entspricht 88% der 86 TEU, die 2012 insgesamt zu Verfügung stehen. Wenn es über dieses Budget durch BVV entschieden wird, wird sich,  laut Informationen aus dem Integrationsausschuss, die Koalition für diese großen Projekte sich entscheiden um die grosse Vereine nicht zu verärgern. Dafür verliert aber der Bezirk und die betroffenen Migranten die Chancen direkt sich mit kleinen Projekten zu bewerben und die vielfältige Integrationsprojekte zu verwirklichen.

ENGLISH

The Berliner Pirates are in favour of the selection neigbourhood social projects for woman and immigrants to be done through the Integration panel and not the City Council.

It lays close to Pirate philosophy to work together with the citizens and not for them. And it goes against this philosophy to make closed decisions about integration policies and programs without involving the target group in the decision making process.

The purpose of the Integration Panel is to have a point of access for people with migration background within local politics, they are represented in the city council by people (often with an immigrant background) who carry their interests at heart.

Paradoxically, the wished participation from immigrants through the integration panel is prevented from having a say in financial matters (e.g. the allocation of funds for integrative projects in the neighborhood), the allocation of these funds is done through the city council and is often carried out due to political affiliations.

A concrete example is the allocation of funds for integration projects in Pankow for the year 2013. Although there was over 100,000€ available for the region of Pankow which has approximately 27,000 foreign residents, only 6 organisations applied for these funds and 88% of the funds was awarded to 2 big organisations.

The decision of the allocation of the funds was passed on to the city council so as to not offend the big organisations who applied for funds, thus cutting out the chance for smaller organisations or immigrants to apply for the funds for their projects.
