Hello there,
you can create slide decks and people can discuss, ask questions and see the change history.
people can edit slides too, where an edit could be a minor change (proposal to the original author to incorporate changes), could be an application for becoming a co-author, could be a fork, meaning a copy thats just for you.
This is far from perfect, but the user interface might inspire you :-)
I think this approach steers into the right direction.
