Ins Englische ist jetzt die Entschließung zu einer Europäischen Föderation des Sqads „Systemisch“ übersetzt worden. Mia Utz hat dies initiiert und auch so durchgeführt, dass der komplexe Inhalt gut verständlich ist.

Das gibt einen Anstoß für die europaübergreifende Arbeit der PIRATEN. Diese Zusammenarbeit hat eine stark organisatorische Komponente. Sie muss aber vor allem eine inhaltliche haben.

Für die inhaltliche Zusammenarbeit der europäischen Piraten kann es keinen besseren Kern geben, als den überfälligen Neubau des europäischen Hauses. Und genau für diese Integration hält unser Föderations-Modell zwei attraktive Andockstellen bereit:

Zum einen ist dies die multipolare Positionierung Europas in der Globalisierung. Dies ist ein brennend notwendiger Ansatzpunkt, um sich gegen die raffinierte Neu-Inszenierung nationaler Rivalitäten zu wenden (die Geldströme fließen demzufolge scheinbar horizontal, vom Zentrum in die Peripherie).

Zum anderen ist es die starke Betonung der Gewaltenteilung. Diese nimmt Europas  Vielfalt ernst und knüpft exakt an den Strömungen an, die im französischen Non, im holländischen Nee, im Irischen No zum Ausdruck kamen. Die Föderation ist der Versuch, diese starken Antihaltungen gegen >Governance in eine konstruktive europäische Form zu bringen.

Es steht zu hoffen, dass das Gesamtmodell vielleicht ebenfalls noch ins Englische übertragen werden kann. Das wäre eine Plattform mit Perspektiven für die Zusammenführung der unterschiedlichen europäischen Piraten-Strömungen.

A European Federation as a Strong Pole in a Multipolar World

We as Pirates are genuine Europeans. We are not interested in a Europe where our rights and savings are getting subtly lost. Europe and democracy are inseparable. We want to build up a Constitutional European Democracy based on a common European Constitution. We are appealing to all European Pirates and to all Europeans, to help us in building up a New Europe.

The political system of Europe is in the middle of a radical process of systemic change. Decades long transmission of our rights and finances to organizations subjected to International Law (EU and Euro Zone) have undermined European democracy. The Federal Government of Germany wants to abolish democracy and pave its way into post-democracy. A system is desired, functioning in a completely different way than the 20^th century system, namely, Global Governance and European Governance. We as Pirates will not accompany them on their way to an undemocratic European system where governance is predominating.

But we can't face global powers on a national basis any more. We need the grouping of European powers. Europe has to be built up as a strong pole in a multipolar world. Europe's interest should be above all and firstly to represent its citizens' interests against those of the powers of globalization.

The contemporary form for it would be now a Democratic Federation - with the task, to counterbalance the two goals sovereignty and role in the world in a new way. From these two basic points we deduce the main features of our constitutional-model. This Federation should never become A globally powerless and thereby a hostile union for its citizens under international law. Each governmental level must therefore have clearly assigned circumscribed tasks.

How can this New Europe be enforced? The EU is principally not in this position. It has a structural democratic deficit due to its basis on international law, which can not be solved from within. (Lisbon-Verdict of the Federal Constitutional Court). According to the Federal Constitutional court this structural democratic deficit can only be cured through the creation of a new constitution.

We want to attempt this. Here and now!
