Upstream published version 2010o.

Changes since version 2010j currently in Lenny include a DST change for
2011 in Fiji and changes to historical definitions of Egypt, Hong Kong,
Palestine, Micronesia, Finland and Mexico.

This update will also be included in the next Lenny point release.
