Dear Pirates

Pirate Party Australia wants to see Pirate Parties International (PPI)
succeed as an inclusive and effective teamof Pirate Parties worldwide.
We are committed to this goal. However, our members are increasingly
aware that for a number of reasons, PPI has a tendency to be neither
inclusive or effective. As a result of this frustration, Pirate Party
Australia's membership carrieda motion at its National Congress in July
2014 granting the National Council permission to withdraw Pirate Party
Australia from PPI if certain conditions are not met.

Pirate Party Australia is committed to doing all it can to assist PPI in
meeting these conditions by the stated deadline.

The motion was as follows:

/That the National Council be granted permission to withdraw Pirate
Party Australia from Pirate Parties International if any of the
following conditions are not met by 31 January, 2015:Â /

* /An online General Assembly is held. /

* /The following statute amendment proposals are instituted:Â /

* /1. Remote delegates are given equal ability to participate in the
formal aspects of General Assemblies. /

* /2. Caps are introduced on the number of nominees for the Board a
member of PPI may sponsor. /

* /3. An improved voting method (such as a preferential method) for
electing the Board is instituted. /

* /4. A definitions section to define different types of majorities. /

* /The following is instituted by PPI:Â /

* /1. A fair and democratic process is ensured for determining who
represents PPI at WIPO, WTO, etc. /

* /2. Liaison officers for regional representation are introduced
(such as an Asia-Pacific Coordinator). /

* /3. The Board remains stable and does not suffer from resignations
due to dysfunction./


/Should any of these conditions fail to be met, the National Council may
opt to withdraw the Party from PPI at its discretion. /

It is undeniable that PPI has suffered consistent administrative,
technical, constitutional and even personal problems. Frustration within
Pirate Party Australia has built over the last four years because there
has not been, in the Party's view, a solid attempt to fix these issues.
We want PPI to function democratically and transparently. We want Pirate
Parties from around the world to participate equally without needlessly
spending thousands of dollars to attend meetings physically.

The list above is what we as a party believe is necessary for PPI to be
considered functional, inclusive and useful for its members. If some of
these are addressed and a general improvement in the operation of PPI is
seen, we will be happy to remain a member. However, we are not going to
rely on mere promises: action must be taken before the end of January 2015.

In order to ensure this was not seen as Pirate Party Australia making
demands and giving an ultimatum, we formed an International Relations
Team, of which I am the chair. We are ready, willing and able to take on
any work required to help fix PPI.

Australia is approximately the same size, geographically, as the
European Union, but our major cities are often further apart than
countries in the EU. Given this, it has always been necessary to have
adequate remote participation. This has been non-negotiable from the
start. Every year we have worked to improve our approach and it is
central to how we run our meetings and vote. Given our success at
managing remote participation without complaints, PPI remote
participationhas been a source of frustration for us. We have expertise
in running meetings with more online attendees than physical attendees,
and giving our members the best possible opportunity to participate in
our National Congress. We are more than happy to provide logistical
support and advice to help make General Assemblies as democratic and
participatory as possible.

We do not think it would be fair for us to expect other parties,
particularly European parties, to send delegates all the way to
Australia, however we are willing and able to make sure that all parties
are given the very best opportunity to participate, regardless of
whether they can send physical delegates. We would like to reiterate
that this is not Australia vs Europe. We want to work together, and that
means taking proper account of geographical distances and differences in
funding.Â

We hope that this opens a much-needed dialogue between Pirate Party
Australia and PPI, as well as other Pirate Parties who are affected. We
will put together a further email outlining specific suggestions for the
successful convening of future General Assemblies, but we thought that a
basic explanation would be most useful at the moment.
