SCIOC looks specialized to me, Alex.  I am no expert but it appears to have to do with categorizing web content by type for exchange.  And although it does seem to be still alive, most of the references end in 2010.  It suffers from the critical mass problem - it is not useful until a lot of sites are using it.  

For the big project of categorizing everything, I'm thinking we need something more flexible than rdf.  For the Voices of Humanity Project, I hope we can eventually implement a generalized bottom-up reticulated hierarchy crosscut by networks/geography/subject as well as by the six voices of humanity.  The basic idea is to expand the notion of a "tag" to a "dimension".  So for instance a tag might be "peace", while a dimension might be

peace
     absence of war
     balance of forces
     no structural violence
     feminist peace
     holistic Gaia peace
     holistic inner-outer peace

There might easily be a completely different analysis of the concept of peace. which would co-exist with the one given above.  The person adding the dimension (as one adds a tag) to a forum message or database item specifies which of the tags that the dimension is composed of apply to this item.  Dimensions can be altered, thus forming a new dimension.  The meta tag of a dimension can be specified as one of the dimensional tags of another dimension.  etc etc.  There are huge problems of usability and cross-language implementation.  Perhaps it is not practical.  The advantage is it is bottom up and very flexible.  There is no reason any particular tag cannot reach the higher levels by different routes.  For instance in a geographic hierarchy, we can go from a town to a province to a nation to a continent to Gaia.  Or we can go from that same town to the local bioregion to the category of bioregions to Gaia.  It needs a ton of work, though, first to think it through and then to implement with the latest graphical interface.  (Not to mention the critical mass problem (;-)
